Carnival of Souls Essence

OK peeps, several times my char has come under the influence of Carnival of Souls Essence. I'd just like to know exactly what it is, conditions for it, is it awarded for anything etc, etc???

Its an event buff from a old Halloween event. The GMs give it out during events and whenever they feel like it.

the word "old" stood out to me most ....how much work would it take to change the image and name?

It will be only a wast of time for zerodine and I don't thinks they will spend time with that xD
